Housing Assistance Policy

Thanet District Council can provide funding to help local people improve their living conditions. Grants can be awarded to cover the cost of repairing, improving or adapting homes, if certain criteria are met.

The council’s Housing Assistance Policy outlines the framework for various types of funding available. The policy applies to people living in a property that they own, or rent from a private landlord or housing association. It does not apply to council tenants.

The Housing Assistance Policy is reviewed every five years, and local people are now invited to share feedback on proposed changes.

We are proposing changes to the policy. Local people can share their feedback via an online survey.

People who can’t complete the survey online can request a paper copy by calling 01843 577000.

Paper copies should be returned to Strategic Housing, Thanet District Council, Cecil Street, Margate CT9 1XZ, to arrive by 9am on Monday 17 August 2026.

The draft policy sets out:

  • Who can apply
  • Who provides the funding
  • Information about Disabled Facilities Grants
  • Other kinds of financial assistance
  • The conditions that apply to each grant or loan
  • The complaints procedure

The draft policy applies to the following grants and loans:

  • Disabled Facilities Grant (pages 6-12)
  • Empty Property Loans (pages 15-16)
  • Heating Assistance Grant (pages 13-14)
  • Home Enablement Service (page 14)
  • Home Straight Service (pages 14-15)
  • Handyperson Scheme (page 14)
  • Urgent Home Repair Grant (pages 12-13)

During this phase, we will review the feedback received to the second consultation. If necessary, the draft policy will be updated, and presented to Cabinet for consideration. If approved, we expect the finalised policy to be adopted in autumn 2026.
