Why and how

Why was the Winter Gardens allowed to be ground down into disrepair over many years and never maintained?? For someone who has lived in the area all my life we are not just losing a source of entertainment but a peice of history, people's childhoods and memories. This is not to mention the jobs which have been lost. My real question is why does this feel like asking questions is a pointless excercise as the Council have already reached their conclusions. Please let me be wrong!!
